Golf Victoria Magazine Feature:
Withering Heights

The great Arnold Palmer once described golf as deceptively simple and endlessly complicated. For Ken Withers, the latter rarely applies.

Ken, who turned 80 in January, has shot or beaten his age an astounding 228 times playing around the notoriously hazardous bends of Berwick Montuna, where he has been a member for 27 years. Read article...

Q&A with David Blake
Golf Victoria's resident rules guru discusses the Rules of Golf Modernisation

What are the main drivers behind modernising golf's rules?
The main ideas behind modernising the Rules of Golf are that they are very complicated, and hard to understand, hence the Rules are breached in many cases due to the ignorance of the golfer, rather than with any malice intended. Students of the game, even those that have been involved in golf for a long period of time, find the Rules hard and confusing, let alone those that have only recently joined the community. What the Rule-makers would prefer to see is that beginners have the ability to pick up 90% of the Rules as easily as picking up a golf club.

The other main idea in the rebuild of the Rules is to focus on the pace of play, that is how fast players can play the game, by reducing the time it takes to play the game hopefully this will lead to a more enjoyable game for the majority. There are some Rules that can lengthen the time taken to play, and these have been focused on and improvements made.

Which is your favourite proposed rule change?
My favourite change at this stage is the ability for the player to leave the flagstick in whilst putting. This hopefully will enable play to be speed up, where the player would previously have to wait for their fellow-competitor to remove the flagstick before they putt, potentially as of 1 Jan 2019, the player may go ahead and putt without fear of a two stroke penalty for hitting the flagstick incurred.

Which is your least favourite proposed rule change?
The change I see as being not so necessary is for the player to be able to effectively tap down any imperfections on their line of putt on the putting green prior to playing, this includes spike marks and any other abnormal damage. I like the idea that greens aren't perfect, and the player may play the ball as it lies, the course as they find it, or deem their ball unplayable and take a one stroke penalty to get their ball into a different position.

What would you like to see added to the proposed rule changes?
From my point of view, I would like to see caddies removed from the game, because they play a part in increasing the pace of play, rather than reducing it. I don't have anything against caddies, it can be a very tough job, that many caddies work long hours without much pay or thanks, something I admire them for. However, it is in a caddie's best interest for their player to play their absolute best, and therefore they are more likely to encourage their player to slow-down, take their time and be more deliberate in their approach, making sure the player prepares themselves perfectly before every shot. This includes looking at a putt from many different angles, changing clubs multiple times, and backing off if the wind should change any ounce of a degree. I believe that players should all have to determine their own play as an individual, that is the skill of the game of golf. In my mind, it would only be a minuscule proportion of caddies that actually help speed up play.

If someone wants to learn more about the rules, where are the best places to go?
In terms of learning the Rules, there is so much media out there from expert Rules people, including on the websites of the Rule-makers (www.randa.org and www.usga.org) as well as by those fascinated with the Rules and who are happy to provide social commentary on such incidents, e.g. YouTube, Instagram (@golfrules_questions), Facebook and Twitter. I believe it is best to first look at examples via video or photo, and then you can go onto the R&A and USGA websites to test yourself on the Rules.

What rules services and accreditations are available through Golf Victoria?
Golf Victoria provides the following services in relation to the Rules of Golf:

  • A Q&A service on the Rules of Golf – anyone has the opportunity to contact us in relation to a Rule and/or ruling, however please be mindful that the best course of action is to first contact your Club Captain;
  • We are able to assist in the creation of Local Rules;
  • We can come to your golf club and do a presentation on the current Rules of Golf. From there those interested in going further with their Rules should undertake the Level 1 Rules Accreditation;
  • We run the Level 2 Rules of Golf workshop (our next one is August 27/28 at Riversdale GC), please check out our website for further details.

I certainly encourage anyone who is involved with golf competitions, e.g. pro shop staff, and match committee members, or just has a love for the game and a huge interest in the Rules to submit an application form and join us at Riversdale GC.

With the unveiling of the updated Rules in 2018, Golf Victoria will be communicating the changes to all golfers in Victoria, enabling all members to be prepared when these are adopted on 1 January 2019.
